President's Message

Towards the end of the year it is time for all of us to reflect on what we were able to accomplish. This is also true of the Association.
Since August the Association has accomplished the following:
First, we have launched our own web site www.hesperiateachers.com At this web site you can access our contract on-line or you can check health benefits and locate health care providers that participate in our insurance programs. These providers are listed by city all across the state of California.
Secondly, we have started a political action fund to be used for school board elections. We have had over 100 people divert part of their local HEA dues to this fund. Our goal is to have 100% of the membership fill out and return the PAC form, which can be found on our web site, and return it to the association office.
Third, the association endorsed and supported three school board members: Eric Swanson, Nellie Gogley and Jack Hamilton. All the candidates that we endorsed were successfully elected to the Hesperia Unified School Board.
Lastly, we were able to send 22 members from this association to the High Desert Service Center Conference. At this conference Reps and Executive Board members learned new strategies to better represent the association.
We have much work ahead of us! Following this article you will find the Sunshine List for Successor Agreement that we will be bringing to the negotiating table, but while we still have a lot of work ahead of us, it is nice to look back on what we have accomplished as an association since August.

Sunshine List for Successor Agreement

Article 9, Salary
Our intent is to address compensation that allows unit members to maintain a comfortable living standard.
Article 10, Health and Welfare
Our intent is to update the article's wording and make health and welfare benefits fair for all unit members.
Article 11, Safety
Our intent is to provide language that ensures the safety of all unit members at district facilities.>Article 12, Leaves
Our intent is to strengthen and clarify language on all types of leave.
Article 15, Class Size
Our intent is to determine class size at levels that provide for optimum learning and instructional effectiveness.
Article 16, Transfers, Reassignments
Our intent is to clarify language for fair, consistent and justifiable.
Article 18, Administrative Leadership Survey
Our intent is to identify a fair, meaningful and uniform administrative evaluation system.
Article 19, Grievances
Our intent is to make the grievance process a fair, impartial and consistent process.

Additionally, the leadership of Hesperia Education Association would like to address two additional issues: Clean up language throughout the contract and addition of language addressing Special Education concerns.

Contract Highlights

Article 17 of the contract deals with the process of teacher evaluation. Probationary teachers are "observed twice a year and evaluated annually." Tenured teachers face evaluation every two years.

The teacher's "immediate supervisor and/or site administrator" is responsible for observations and evaluations. This person together with the teacher establishes Professional Performance Objectives for the teacher within 30 working days of starting his or her teaching assignment.

Five Professional Performance Objectives are established. From Section D-1-b of Article 17, these objectives relate to: (1) Curricular Objectives and Instructional Techniques / Strategies, (2)Classroom Management / Suitable Learning Environment, (3) Professional Duties and Responsibilities, (4) Professional Development.
Category 1, above, is to contain two objectives. The remaining performance objectives should be addressed by one objective each.

After the objectives are laid out, the evaluator or the teacher may request a review of the objectives before February 1 for "re-evaluating and, if necessary, revising the Professional Performance Objectives."

The next procedure in the evaluation process is the Pre-Observation Conference. The evaluator must notify the teacher at least three days prior of the scheduled observation. At this meeting, the teacher and evaluator "review any information pertinent to the observation prior to the observation." The formal evaluation is to be conducted before February 1 for permanent teachers. Within forty-five (45)days after the start of the school year, probationary teachers receive the first of at least two formal observations.

Our last Rep Council meeting was held concurrently with the High Desert Leadership Conference which was held in Laughlin November 16-18. The Reps participated in many training workshops. Business covered included:  The Role of the Site Representatives, The Grievance Process, Evaluations and District Budgets. Your Reps have much good information to take back to their sites.

In keeping with the HEA Bylaws, there is no Rep Council meeting during December
Upcoming Events are:

  • The HEA Insurance Committee will meet December 17.
  • HEA will be at the negotiating table December 18.
  • Site Rep Meeting at the HEA office will be January 17
  • Liaison Site Reps will attend the Laison Committee at the HEA office January 24 at 4:00 p.m. with Mr. Dick Bray to discuss non-contractual issues.

  • Insurance Information

    We now have two Delta Dental Plans available. You can continue using the old plan and receive the same benefits as before or you can use the Delta Preferred Option (DPO) which gives you the same benefits but adds and additional $500 to your yearly coverage. In order to receive the DPO option you must use a DPO dentist. Many Delta dentists are part of the DPO network. If your dentist is not part of the network, you might ask him to join.     A few months ago in the Daily Press there was an article entitled "Report calls for raising teachers' salaries." Delaine Eastin, California State Superintendent of Public Instruction, was urging the state to increase salaries and phase out the hiring of uncredentialed teachers. "We want recruitment and retention, not just of warm bodies, but of educators." Skip Meno who chaired the task force responsible for the report said, "The problem with emergency credentialed folks is they have no prior training and most are gone within a short time. Forty percent are gone within a year."

    HEA has compiled 32 salary schedules (2000-2001)from school districts in San Bernardino and Riverside Counties. All district schedules are not identical. The following data is our best attempt at providing you with the "big picture."
