District's Projected Ending Balance

It's time to check and see how accurate the district projected its ending balance. As you remember, the district published several flyers last year stating that it was going to have a difficult time meeting its 3% required ending reserve. The district stated in its 2nd Interim Report published March, 2004 that it would only have an ending balance of $3,440,255.

Because HUSD RIF-ed 43 teachers and had more students, HTA kept stating that HUSD's balance would be considerably greater than 3.4 million. We estimated that they would be incorrect by about 3.5 million dollars. Why? Because over the last four years the ending balance error has averaged $ 3,699,727.

So what is the ending balance you ask? $7,070,985. This is more then twice what they estimated it to be. Why is this important? Because HUSD, based on their projections, cut educational programs (Kindergarten CSR) and increased class sizes across the board. This means that they are balancing the budget on the backs of the students and teachers. How do you go back to the parents of a kindergarten student and tell them that we made a mistake with the budget again? That their child was in a class of 1 to 30 students instead of 1 to 20 and they did not get the individual help that they deserved. How do you make it up to them? Sometimes sorry just will not do!



COB SETTLEMENT

We have scheduled a meeting on October 11, 2004 at 4:00 PM at the HTA Office to discuss the new DFEH Settlement.
We will go over the new procedures set forth in this settlement as it affects the COB participants. All members interested are invited to attend.

SALARY!

Thanks to the school board our salary increase of 2.28% is now a sure thing. This is what HTA approved, and the Board's unanimous vote reaffirmed this.

The method for calculating our salary increase for the next two years will be the same as this year, i.e., COLA minus statutory costs. According to CTA's Susan Popovich who works with sixty-seven school districts, HUSD is the only district that approaches salary increases in this manner. Data from Ms. Popovich's office also points out that HUSD's compounded COLA increase from 1995 through 2003 is equal to 31.04%.

The average for all sixty-seven districts is 33.25%. The cost of doing business is obviously costing HTA.

Class sizes!

This has always been a hot item at this time of the year! I would like to start a column entitled, "The Top of the Class." Please send me your name, your site, what you teach (be specific with grade level, period, subject, etc.), and how many students you had on a certain date. Do not include teacher aides or students that have never shown up to your class. I'll print the top numbers, and we'll see who's at "The Top of the Class."




SECRETARY'S REPORT

Our last Rep. Council meeting was held on Tuesday, August 24, 2004. We had 35 representatives present at the meeting which included many new faces. We welcome all reps. to another school year and to our HTA Rep. Council.

A committee has been selected to organize a New Teacher Reception for new teachers and HTA reps. to be held sometime in October. More information will be forth coming.

Other topics of discussion were: November Rep. conference in Las Vegas, class size, NCLB, coordination of benefits' settlement, expanding enrollment, textbook issues, cross-walk duties, and school start and dismissal times.

Hello, I am Charley Glasper an experienced and committed citizen of our city who desires to serve you as your next councilman.
