TERMINATOR WANTS TO BREAK HIS PROMISE

Schwarzenegger wants to break the promise that he made to 6 million California students. Last year Arnold proposed that education would receive 2 billion dollars less in funding than the minimum, as established by Prop 98. In exchange for this two billion dollars the governor agreed to spare education from any other future cuts during his term, and to fully fund Prop 98 in future year. Unfortunately for our students, now the governor does not want to honor his end of the agreement.Instead he wants to eliminate Prop 98.
As many of you will remember, Prop 98 was passed by the voters to establish minimum funding levels for educations. However, according to ACSA (The Association of California School Administrators)schools have suffered 9.8 Billion dollars in cuts. California currently ranks 44th in the nation in per-pupil funding! The Rand Corporation says that California is ranking near the bottom in class size and teacher salary as well.
In addition to the above cuts, he also has plans for our pensions. Currently, under STRS we have a defined benefit pension. This means that the monthly amount is guaranteed for as long as you live. If you live to be 95 you can not outlive it. Arnold wants to change our pension to defined contribution. Under defined contribution you could outlive your pension and there is no guaranteed amount per month. This is a huge departure from what has been done and what has been promised in this state.
There are many other cuts that the Terminator wants to carry out with regard to educations. CTA is currently coming up with a plan to stop these cuts, but everyone needs to be vigilant. It is time for all of us to get educated on the issues so we can stop these cuts. In the chart you can see the number of districts that have participated over the years, as well as the approximate number of members over the same period. We currently have our Blue Shield Medical and PacifiCare Behavioral Health through the Trust. Our Medical Eye Service (MES) and Delta Dental continue through the Southern California Schools Employee Benefits Association (SCSEBA).

SECRETARY'S REPORT

Our last HTA Rep. Council meeting was held Nov. 21, 2004, at the High Desert
Service Center Council Fall Leadership Conference in Las Vegas. The
conference was attended by 18 HTA representatives. It was a beneficial and
informative conference.
Topics of discussion were: PERB Hearing, paid leave positions, Rep.Council
meeting attendees, and the upcoming School Board election.

The Newer Teacher Reception held on November 5, 2004, was a success. Thanks
to the committee and those who helped to make it a success, and to our newer
teachers who attended the reception. We hope to make this an annual event
from now on.
Our next HTA Rep. Council meeting will be Tuesday, Feb. 22, 2005, at 4:15
P.M. Mark your calendars!
